Yulia,

I think what you have here is a six-spotted tiger beetle. Emerald ash borers typically do not have a rounded tail end and, if one looks carefully in the second photo, there appears to be several white spots on the edge of the wing covers. Plus, this is typical habitat for six-spotted tiger beetles. These two insects are tough to differentiate, but it looks like a tiger beetle to me.
