This is Hibiscus syriacus (Rose of Sharon) which had toothed leaves

It's unusual in having white flowers; usually they are mauve purple with a dark center.
Hibiscus lasiocarpus (Rosemallow) has smooth leaves and has either red or white flowers but has smooth-edged leaves
