One of a few species of Palo Verde (Spanish for green stick) This one has tiny leaves, as seen on pic 2. They are known to drop the leaves and sometimes whole branches in response to drought and other environmental stresses. The green photosynthesising bark allows it to survive without leaves. It is very common and abundant in the area. It is also the state tree of Arizona.
