I am no quite sure the name is correct or not because I cannot find information on difference between Icerya jaihind and Icerya aegyptiaca .
the link you provided is not official enough.
I don't know if it is Icerya aegyptiaca...I think it is another Icerya sp. perhaps Icerya jaihind which is recorded from Hong Kong...
looks like some of them have come out off their scaly "jackets" - nice spotting ! Yeung PK
