I think we should first focus on Arctiidae. This ine could also be from another subfamily than Lymantriinae.

Looks like an Arctiidae and Lymantriinae, Tussock Moth Caterpillar. Similar to Lophocampa sp., but I did not found a reasonable match with yours.
