I agree with MrsPbio. This should be moved to the Fish section. :-)
I think this is what folks call a "mermaid's purse"... the egg case of either a shark, a ray, or a skate. That's as far as I can tell you. But you've got a start at least! What a cool find. This one has apparently hatched out already.
