Arothron hispidus
Do you call them White-Spotted Puffer where you are from? In Hawaii we call him Stripebelly Puffer (Spotted Puffer is uniform marking all the way around). I am curious because I have seen Arothron hispidus called "White-Spotted Puffer" on here a few times.
