This is a teneral damselfly, which is newly emerged from the nymphal skin. While in this stage, the insect's exoskeleton has not hardened. The abdomen has a swollen look and very little to no markings so it makes it very difficult for even experts to ID the species. The wing position, appendage, facial features and location could help.
This was spotted at the edge of a pond.
