These are the exuvia (molts) of cicadas. They grow underground and feed on tree roots, and when they're ready to emerge and become adults, they crawl out of the ground and perch on something to perform this final molt. They then have wings and can fly off to find mates, leaving this shell of their former self behind. :-)
