This toad has all the characteristics that you can see of an American Toad; 1-2 warts per black spot and a spotted belly (can't see the cranial crest/parotoid gland character from this photo).
Also Joshua, please be sure to include links with your suggestions. The Fowler's Toad is a full species, has not been considered a subspecies for many years now. Also, the genus for toads in North America is no longer Bufo, it changed many years ago as well.
