My best guess (out of 500 eucalyptus species) is: http://www.australianplantssa.asn.au/ima...

I think it makes the most sense given the location, as it is a popular garden tree, especially in the UK, because it is very frost tolerant.

But it is impossible to ID eucalyptus trees without seeing the bark, the seed pods, the seeds, the flowers, and the leaves.
