Eucalyptus leucoxylon ssp. megalocarpa
A small tree 6-10 metres tall, normally with a dense crown. The flower colour can vary from white to pale pink through to deep pink.

I think it makes the most sense given the location, as it is a popular garden tree, especially in the UK, because it is very frost tolerant.
But it is impossible to ID eucalyptus trees without seeing the bark, the seed pods, the seeds, the flowers, and the leaves.
