I'd suggest that this is a four-spot skimmer (Libellula quadrimaculata). It looks a bit robust for a meadowhawk, but they are tough to tell apart. The flattened, triangular abdomen tipped in black is a good diagnostic.

I believe this to be a Dragonfly red darner - possibly a cardinal meadowhawk
