This looks to me to be what was once known as a four-spot, the cream colour behind the head and the dull orange/red wing covers also fit the four-spot.
Anywhere where there are aphids. blackfly, greenfly, spider mite etc. Commonly found in gardens and welcomed with open arms by gardeners with rose bushes.
The four-spot is very seldom seen with only four spots anymore and was once most common around the parks of London. This is a very small specimen as can be testified by the hand, which is quite small and slender and belongs to a friend of mine. I don't remember seeing a four spot since I was a child some 40 years ago. I may be wrong in this identification, if so please feel free to correct me.
