I think this maybe a pair of Japanese beetles, trying to mate, whilst clinging onto a flower that was being blown around in quite a strong wind. They are quite distinctive with the white fluffy edging to the back of the wings, copper coloured casing to the wings and green head, which does not show up quite as well in the photos as it did in real life.
