Black & cream striped insect with red head.

Habitat:

Chewing on assorted weeds, err i mean native species of foliage, that has taken I've my flower beds.

Notes:

I'm not completely sure about this ID since they were laying eggs on the plant, not in the dirt. But this was my best guess.
