What you are seeing is a baby beech tree that in the future can turn up to 49 m tall. The European Beech starts to flower when it is between 30–80 years old.

I am not sure yet, Lynne. Because the flowers comes in between the two leaves as purple fluffy and the leaves are quite sturdy. it looks like it may be a little growing tree?.. I need to keep searching..
