Looks like a dead/dormant hydrangea flower. This article has some pictures of what they look like when alive: https://en.wikipedia.org/wiki/Hydrangea.
If it's still alive, buds will appear near the base as the weather warms up and produce new leaves. That old flower stalk (the golden leaves) won't bloom again; new flowers appear every season.
