We have similar Costus speciosus in Ginger or Zingiberaceae family with drowning big White flowers. They are at peak in flowering here in India. I will post in few days their spotting.

In India we see such flowers on Acanthaceae shrubs in post monsoon time.

I don't think it's in the Convolvulaceae family.It's hard to tell from the photo but this is not a vine. The bud underneath the flower resembles the bud of a ginger or costus.
