Notes:

Most likely the exoskeleton of a swamp cicada (Tibicen chloromera) - these are the ones I've seen around my home. (thanks to @keithp2012 for the ID)

It's an empty Cicada shell. Larva climb up fences, shed, and become winged adults.

i didn't notice then, but I went back today and it was still there - yes, it's an exoskeleton.
