Asarkina cf. salvia
Looks for me more like a Syrphidae than Tabaniae.
I suggest Asarkina sp. (some are now Didaeopsis sp.?) and possibly Asarkina salvia, but I am not really familiar with Diptera, so, I cannot go down to species level on a safe base.
