Ann, this insect is spectacular. Here is the general group your insect belongs to. It is one of the sap sucking bugs. Like leaf hoppers, the very similar plant hoppers fit somewhere between aphids and cicadas. Yours has a delicate and ornate wing border that I haven't seen before.
