It sure is! As I was wondering what it was all over those leaves. I had also noticed that it was on only that one species of Oak. That's why I took the picture, because it had my full attention.
Now he did state, that a Gall on another tree that was caused by Wasp was almost nut size, very rough and dark brown. And in clusters. So now, if I run across that somewhere else, I'll know.........

Was told by Missouri Dept. of Conservation Naturalist that these Galls are caused by Midges.
