Cicadellidae, Cicadellinae, Proconiini, Diestostemma sp. and looks like being Diestostemma blantoni.

Diastostemma chinai looks very similar, but the range might be a little bit too far in the south:

It's my understanding that the cf indicates that there's not a clear understanding of the taxonomy of that species. It may be best to leave it at the genus level, Diestostemma sp. I don't believe "cf" would mess up any system. It would show up as a different species. Right now, the entomologist I'm speaking with about gathering data from The Hoppers mission hasn't asked for the data but if he provides feedback on the scientific names, I'll let you know :)
