Cool find!
I would agree this bird is most certainly in breeding plumage. However, I am certain this is a Great Egret. Great Egrets can be distinguished from white morph Great Blue Herons by a couple of things. Great Egrets have black legs and a thinner orangish-yellow bill. White morph Great Blue Herons have yellowish-gray (or buffy gray) legs and a very heavy bill.

Not around here. I always see them walking around. This one in particular seems to hang out in this neighborhood. That's interesting about the plumage, thanks for the info!!

Nice spot - unusual to see them on the streets. Appears to be in breeding plumage as well.
