Motacilla alba
Black and white small bird, named for its habit of flicking its tail while standing on the ground. It has an undulating flight that makes it easy to identify while flying. It's usually found near water, and in my town I always find them near the river or the wet meadow. The pied wagtail is a subspecies of white wagtail that is found in the UK.
Widespread, can be found in urban areas and best looked for near water.
Found this by the University Quays in Colchester, Essex (there is a resident population at this area)
