This is a Merlin, a small falcon species very common in Winnipeg. I hear the Ki-Ki-Ki starting in early spring until fall when they head south.
Nesting: open mixed and coniferous forests adjacent to open hunting areas; suburban areas and rural cemeteries with a scattering of large conifers.
