Striped Insect (Fly?)

Description:

Definitely fly-like in shape of body, wings and eyes. Striped abdomen made me think wasps!

Habitat:

On a potted plant on my roof top garden. I had barely gone there, bleary-eyed first thing in the morning to put out seeds for the birds when I saw this one. Initially I thought is was one of the Vespid wasps that are building nests on the leaves(http://www.projectnoah.org/spottings/1012456004) when I realized it was NOTHING like these. Ran downstairs for the camera...was so glad it allowed me two shots before flying off.

Notes:

Any help with the ID will be greatly appreciated...I really liked the bands.

Looks very much like Ischiodon scutellaris which we have in Oz.
