I can say with 100% certainty this is not E. glandulosa, it forms fused globs that have conspicuous glands on the surface, not the foliose structures seen here. I am still thinking lichen, although the substrate would seem to make Peltigera highly unlikely. Leptogium on the other hand could be a good fit.

Wondering if this is Black Witches Butter - Exidia glandulosa? Any ideas?
thanks Miles and Chesterberry. You know it was soft, like the texture of a earlobe, and rubbery. I thought the Peligeras were more firm.
