It is very common as babies for them to have a ring around the neck. A ringneck snake wouldn't have any patterning on the back like this guy does, they are solid gray
I would agree with Liam. I saw a mother Ringneck give birth to these little fellows once before.
My ID suggestion is simply a guess on my part; I haven't yet received my field guide to herps of N. America copy.
