Very cool spotting - I didn't know planthoppers also included species with transparent wings.
I think it is a Ricaniidae, Ricaniid Planthopper. What about genus Armacia??

The venation is important to check, maybe specially the one at the outer margin. Please, check also reports for Armacia from the Philippines. Armacia is mostly found in Indonesia and Oceania, but Philippines??
