Xanthopimpla stemmator
Ichneumon wasps differ from typical wasps, which sting in defense. Female ichneumon wasps frequently exhibit an ovipositor longer than their body while males do not possess stingers or ovipositors.
Similar to Ichneumon Wasp - Lycorina glaucomata at http://bugguide.net/node/view/394627 but not the same species.

Thank you Yuko!
Beautiful!
Thank you for this information Argy Bee.
I think this is a wasp. Mayfly don't have mouth parts. The tail is an ovipositor. Possibly an ichneumon .
