Description:

Pale yellow flowers that are very fluffy. Leaves are broad and looked to be velvety but I didn't touch them.

Habitat:

Growing in a rocky quarry in a mostly thorn scrub area.

About 60 miles north of the Mexico border, and Big Bend is about 1.5 hours to the west. Similar habitat though

Looked closely at the map and determined it was north of the Mexican border a couple hundred miles west of San Antonio north of the Ocampo National Park of Mexico. Any more details would help Bob zero in on it.

The nearest town was Sheffield, TX. It's in Trans-pecos habitat, very rocky and dry
