Don't think though it's L. excubitor - that would be a Palearctic species, Great Grey Shrike. Northern Shrike should be L. borealis.

Don't know much about US wildlife, but this looks like Shrike to me... and I find only two shrikes registered in Vermont... Loggerhead and Northern. My guess goes for Northern Shrike (Lanius borealis) maybe?
