Bombycilla cedrorum
I spotted this cedar waxwing during my visit through South Dakota. It was very much enjoying eating berries from a bush. Has a pale yellow belly and whitish undertail coverts, black mask. Tip of tail usually yellow.
The cedar waxwing is easily found in open habitat where there are berries. I spotted this waxwing along with another in a small berry patch at a campground in the Badlands of South Dakota.

Correction: Its not a waxy look. The wing has a red path that looks like wax.
