Perga dorsalis
This brown sawfly is not a fly at all but a sister group to wasps and bees (Hymenoptera). Ther do not sting but its biting mouthparts are visible in pic #2.

I think think is the steelblue sawfly Perga dorsalis even though they are usually darker. My idea is based on this link that also has red eyes and describes the wasp as "brown or black, with dorsal spot".
