This looks like the planthopper I found in Guyana last year. The white projections look like the cordyceps fungus, but is just a waxy buildup on its tail.

I think the hair like appendages are actually cordyceps fungus. These fungi attack one and only one kind of insect or arachnids. They spread in colonies and control populations of ants, spiders, grasshoppers, and other insects. If you watch Planet Earth "Rainforests", you will see some great timelapse film footage of insects succuming to cordyceps fungus.
