Chebeague is correct, this is a Ring-billed Gull. Aside from the ringed bill, a way RBGU can be distinguished from HEGU is leg color (only reliable in adult plumages) - Ring-billed has yellow legs, Herring has pinkish.
Nice shot! These gulls are a common sight around the Falls and practically fearless of humans.
