Miniscule growth on the back of leaf of plumbago plant/bush. Rust brown with grey center bumps on one side of leaf. Tried to scrape some off and couldn't. We observed it is integrated with the leaf. On the other side of the bumps are divets. Saw from 10 to 100 per leaf.
Backyard, west side of house, mostly shaded location. Northern CA, San Francisco East Bay hills
