Mosquito-shaped insect with a brown thorax and legs, bright green abdomen. Probably Genus Tanytarsus.
Woodlands, Connetquot State Park, New York.
Despite their looks, Midges are harmless and do not bite or sting. I saw several of these flying and occasionally landing but they did not rest long. This is the only image I was able to get.
