This dragonfly is a male, as indicated by its terminal appendages.

found in my book 'sympetrum danae' male can be as black as this one.
and the region is norway/finland/sweden/north europe/ GB...
it likes acidic waters, such as bogs. But it also loves dried ponds and ditches.

This dragonfly looks like a teneral, since dragonflies usually perch with their wings spread. Did you see the evuvia (cast skin) from which the dragonfly emerged? Wish I could help with identification of the species!
