Woodpecker holes

Description:

I spied this tree across the road from my house. I don't recall the tree having these holes in the past few days. I also noticed the smaller holes upon closer inspection. I was wondering if these holes could be animal made or if anyone has seen anything similar before. Could this be the work of termites? Woodpeckers?

Habitat:

Woods, NE Pennsylvania

So, I'm thinking these are woodpecker holes, who bored holes in this tree to get at the termites inside it (the smaller holes). I study monkeys, so my expertise on insects and birds is minimal.

Added, thanks for reminding me! Any idea what made all these holes?
