This looks to be a kind of algae (aka "seaweed"), which would put it in Kingdom Protista, and most likely one of the Rhodophyta that live in freshwater. I am not familiar with the species.

There was a fair amount in batches along the creek. Out of reach so could not feel it.

Hmm. How big was it? Was there a lot of it around or just the one clump? Spongy to the touch? It's going to be interesting to see what this turns out to be!
