Phytomia errans
Syrphidae; Eristalinae; Eristalini; Phytomia errans Fabricius, 1787. "Phytomia is a genus of at least 15 species of hoverfly from the family Syrphidae, in the order Diptera found in tropical Africa and Asia." Wikipedia. A similar spotting; https://www.projectnoah.org/spottings/30...
I spotted this Phytomia Hoverfly in a rice field just before it was due to be ploughed for the new rice planting season. At that time of year, that field is always covered in many wild meadow plants, especially Trompang Elepante (Heliotropium indicum). which attracts many insect species.
