Succulent, fist sized plants, with flower stalks... resembles an aloe, this is a small specimen. (not an iceplant, although it was growing in a patch of them)

based on the color, location, and the way the flowers come out of the plant (they're dry brown stalks here in the picture)
I think I've figured it out, Dudleya pulverulenta
This might be an Echeveria.
