Tabathamcarroll is right on- it's a Cellar Spider. (two differences between Cellars and Daddy Long Legs? 1) Cellars spin ramshackle cobwebs, Daddys do not, and 2) Cellars have a more elongated, segmented body- compared to the Daddy's single circular shape.)

Looks like a "Daddy long legs" but I'm not sure since it's in Europe..
