about thigh high, thick leaves and stem, I think it's a Euphorbia. possibly not native to Uganda.

Habitat:

Eastern Uganda, slopes of Mount Elgon

Notes:

I spotted this at while camping near Sipi Falls. Sorry for the brightness, it's the only photo I have of this.
