yes I agree, it looks more wasp or hornet. but be careful when encountering them.

They are not bees, they are wasps or yellow jackets, not sure of which species though...the nest is paper not wax.

that kind of bees are so aggressive, it will target your eyes to sting. that will really be painful than any usual bee sting. be very careful not to disturb them. I once got stung by one of this kind of bees when I was a kid.
