looks like an ericaceae family plant. perhaps a heath or heather. kinda similar to Bog Rosemary, also
cornus species. looks similar to c. sericea, but the leaves on this specimen are more lanceolate than what i've seen on c. sericea. Good pic for identification!

Im not sure. I know the males look different than the females, but dont recall how so.
I used to be a nurseryman in northern CA and scale were one if the most prolific pests we had to control. Are your scales all the same or do you have many different species?
