Circus cyaneus
Marsh hawk that prefers to fly low, and perching low. Owlish eyes and long tail with white rump.
Witnessed this hawk hunting during high tide. Ridgeway's Rails and Soras were having difficulty hiding and the hawk circled until it was able to grab one. I discovered by the exit photos that it was a Sora.

Thank you Geoffrey. I got lucky when I was only go there to see the Rails because of the extreme high tide. The Harrier was circling and I could hear squawking from either the Sora, Virgina or Ridgeway's Rail.
