Large the size of a vulture, I almost want to say immature vulture however the head is feathered. I am almost thinking it might be an immature Bald Eagle. While rare to this region and area, it's not impossible. There are several nesting pair of Bald Eagle at the Iroquois Wildlife Refuge, about a twenty minute drive from where I live.

Malcolm, this was way too big to be a gull of any kind. I did blow up the second and third image to as large as I could go without massive pixelation. The tip of the beak is actually curved downward and has the telltale hook and extends down below the lower section of beak by quite a bit. (this bird dwarfs all of the regional gulls by a massive amount).

It has a very large, blunt-looking bill from the angles you have, almost like a very large gull.

I think tthis sells it for me. I think you got a Bald Eagle. The one you spotted just may be very young. Maybe even first flight.
flybeasley, I've been researching images, however, I don't see any where the immature eagles have staged tail feathers, although I do know many bird species where this occurs. It could just be in that middle stage of development.
